Stephen C. Douglas - Director At Large

After over 30 years’ service with the FDIC, Steve retired in 1999. He began his career in bank supervision but spent the majority dealing with failed banks. In the latter part of his career, he was Assistant Director for Asset Disposition in Irvine, CA and Assistant Director for the Assistance Transactions Branch in Dallas, TX and Washington, DC. He returned in 2009 for two years to assist with the banking crisis working out of Dallas, TX and Jacksonville, FL. In 2015 he began an international consulting phase for the US Treasury and World Bank in Kyiy, Ukraine and Chisinau, Moldova with later assignments in Zambia and Honduras. He has a degree in Economics from Indiana University and is a graduate of the Graduate School of Banking of the South at Louisiana State University in Baton Rouge, LA.

In November, 2022, Steve began graduate work in a three-year program at Duke University’s prestigious Fuqua School of Business. In September, 2025, Mr. Douglas completed the program to earn the Duke Certificate of Leadership & Management which signifies commitment to ongoing learning and professional growth.

He is presently serving his second term as an AFDICA Board Member. 

MILITARY SERVICE:

US Army 1970-1973 including one year in Viet Nam earning the Bronze Star.

INTERESTS:

In November 2024, Steve attended the Jumpstart National Educators Conference where AFDICA provided $1,500 scholarships to eight financial literacy teachers to give them practical information, networking opportunities and resources that they can adopt and apply in the classroom. Other sponsors included the Federal Reserve Board, Charles Schwab, Fidelity Investments, Mass Mutual, Wells Fargo and the National Endowment for Financial Education. The scholarships provided are well worth the expenditure as these educators are the “best of the best” who genuinely want to enlighten young students. 

He attends St. Francis in the Fields Episcopal Church in Prospect, KY where he is a member of the Brotherhood of St. Andrew, a charitable organization where he helps provide dinners to Churchill Downs’ back of the track workers who are 95% Hispanic making his Spanish fluency a more enjoyable experience for himself and the workers.

After retirement from FDIC, Steve was a volunteer baseball coach at Langley High School in McLean, VA from 2004 to 2018.

He continues to play senior softball on two local league teams and a travel team which plays in tournaments all over the country. He and his wife Deena ski and travel whenever possible.
