Louis C. C. Cheng - Director At Large

Louis retired in July 2025 after almost 40 years with the FDIC. His FDIC career began in 1986 after working in the banking and financial services industries in Hawaii. Louis joined the FDIC as an examiner trainee in the San Francisco Field Office, became a commissioned examiner in 1989, and was promoted to Review Examiner in 1993. He continued on to serve as Case Manager, Senior Case Manager, and Assistant Regional Director for Risk Management, a position he held since 2009 until retirement. His primary supervisory responsibilities over the years included problem banks and large and complex institutions in major West Coast states, Hawaii, and the Pacific territories and island nations. Louis also served in acting capacity in other regions and Washington Office including Acting Deputy Regional Director and Acting RMAS Section Chief. He was a subject matter expert for Applications, Large Bank Supervision, and Enforcement Actions, with substantive experience in serving as a corporate witness and testifying as an expert and fact witness in administrative hearings and criminal trials. Louis was a one of key individuals instrumental in developing the International Branch within the Corporation in mid-1990’s and had continued to serve as a voter on the Interagency Country Exposure Review Committee. In addition to providing technical assistance to foreign regulators, Louis had spoken at widely attended meetings and conferences for bankers, regulators, and trade associations and meetings of senior prudential bank supervisors from various foreign jurisdictions held in Asia and the Pacific Region.

Louis earned his BA and MBA degrees from Chaminade University and is a graduate of the Pacific Coast Banking School at the University of Washington. He is a licensed Real Estate Broker (Inactive) in Hawaii and a Certified Anti-Money Laundering Specialist. In addition to his perpetual quest for knowledge, Louis enjoys the good wine and multicultural cuisine available in the San Francisco Bay Area and Northern California, reading, traveling, and spending time with family and friends.
